Default I think next AEN exam won't be merit based.
I think it is merit based. In Public Health, Works & Services and Irrigation department same candidates cleared the written part of the test. I known few of them they are highly competent. Ex-Chairman of SPSC insured merit.

In Public Health and Works & Services departments, interviews were also merit based. I am not sure of Irrigation as I have not met any qualifier yet but I believe that they are also merit based as SPSC is under tremendous pressure from NAB/Rangers/FIA. NAB and FIA are active now a days so this could be the reason why the merit was insured.

Dear Aamish Bhatti, SPSC does not care about NAB or FIA. You can have a look of Law officer result in which a candidate whose roll number wasn't in the candidate list has been declared pass in the written part. You can check Roll number 15907
