Post Transparency and Reforms Required in SPSC

Here are some important suggestions shared one of the CCE-2013 Aspirants.
Reforms in Sindh public service commission

The victims / failures of the CCE-2013 demand that the Chairman SPSC must complying with SC's directives for fair and transparent conduct of exams immediately implement following measures else we, the victims,will knock the door of the Supreme Court of Pakistan for taking strong measures and initiating Contempt of Court Proceedings.

1) Once the candidates is done with his paper/ answer sheet, the same be scanned then and there along with GPS coordinates and global time to preserve fr future record the extent and quality to which a candidate performed. So that no further material is added to copies at a later stage and the same response of candidate is preserved, locked and closed.

2) Installation of jammers in the exam centres so that mobile phones should not be used. Also, the invigilators and staff should not be allowed to use mobile phones in the exam centres.

3) Installation of automatic portable metal and electronic device detectors that operate without human assistance at the entrance of the exam centres for ensuring no one can bring any electronic device inside the exam centres. The Rangers officials should be assigned duties to monitor the entrance of the candidates. For instance, 3 or 4 security guards failed to check thousands of candidates effectively during the screening test of the CCE held at the Public School Hyderabad. Only machines can detect effeciently saving time and making the cumbersome job easy enough.



4) Necessary steps shall be taken to control impersonation. The applicants should mark thumb impressions while applying. The same shall be verified from the NADRA. The candidates shall also mark thumb impression on the answer copies/OMR sheets.

5) The Chairman should ensure the safety and confidentiality of the question papers as the IT department and exam branch including controller and deputy controller of the SPSC are notorious for leaking papers and questions verbally. The Chairman should constitute a committee and assign this job to this secret committee that should comprise men of integrity and honest persons. Seals of papers be opened in presence of Magistrate concerned along with his satisfactory note for arrangements.

6) Measures should be taken to install, record and save the CCTV recordings of all the exam centers live. Special arrangements shall be available on the places to manage power/loadshedding so that recording should not discontinue.

7) For the descriptive exams, instead of the cook book questions, opinion based and analytical questions should be asked.

8) For the CCE/PCS, Syllabus should be mentioned clearly as it is mentioned in the revised syllabus of the CSS conducted by the FPSC. At present, for a subject, merely writing "graduation level" creates vagueness as it is found written for many subjects while for others details are given. There should be uniform and clearly defined syllabus for all subjects.

9) Thumb impression of the candidate on answer sheets should be made necessary and the invigilator should sign the same along with crossing all empty spaces.

10) There should be printed bar-codes on the answer sheets of all the exams. Notorious officials of the SPSC forge the coding and the copies are replaced. After the assessment, the checker should write the marks using no other thing such as seat number or codes except the bar code. The process should be digitalized to remove the chances of human error or forgery.

11)After completing MCQS paper , the OMR sheets should undergo electronic scanning with global time and location coordinates so that the same could be saved in the data storage.

12) A carbon copy of the OMR sheet should be given to the candidate and the answer keys of the question papers should be uploaded immediately for the MCQS based tests.

13) Pencils should not be used in filling the OMR sheets.

14) Blank answer copies or OMR sheets should not be collected by the invigilators as these blank answer .
