He is asking you to direct his subordinates in the official matters.

Compliance of the District EDOs to the RSU instructional manuals is subject matter of his management; they are thus bound to accept the orders of his office.
He should have issued the official letter to the EDOs ordering them to submit a signed copy of need based vacancies with immediate effect.
If they failed to submit he would have sent them strict memos.
But the way he replies (if it is his genuine response) is definitely worth a laughter.

DEoffice staff said that they have not yet received any authority letter for document submission of JST from RSU officials...
probably they will start document submission after election..
