Where to get character certificate as it is written in the document requirement that Character Certificate from a responsible person not related to the Candidate.

You can get it from any BPS-17 govt officer who knows you but you don't have not any blood relation with him.

I have another question,what it means p.r.c on form D??and if enter certificate is not attach with the documents will it be rejected???

For P.R.C Form D please go to Google and Type P.R.C Form D and click on the first result titled: PRC Form 'D' OR 'C' - CSS Forums. I Hope it will help you.
