central government said that they will deduct some budget from all the provinces and give it to FATA for its economical and structural benefit. but as u said there is a conflict between provinces even Kp govt is nor agreeing to cut there budget. as for the literacy rate in FATA it 33.3% (female adult literacy is 12.7%). and As access to health facilities in FATA there are very low results in high infant and maternal rates low immunization coverage.
