It is an expository topic so you need some historic examples by which you can support your view. Moreover, your topics seems to be too concrete to be exposed for a paragraph.
I would say;
=> Include diversity in your topic, like legal framework, social, political and economic aspects of today which create dynamics for tomorrow
=> give examples from the history which have been turned out to support these words.
