Exclamation only 2 % candidates passed CSS 2016. Plausible Reasons

It was very surprising and disappointing to know that only 2 % of total candidates passed CSS 2016 exam. At this point some questions need to be answered
such as.
1. What could be the plausible reasons for this low passing percentage?
2. How future CSS aspirants would motivate themselves to go for an exam where stakes are very few?
3. Does low passing percentage mean that, CSS is losing it charm? As bright and intelligent students have other options with more incentives.
4. Do we need to change the pattern of CSS exams as currently it is not fulfilling its purpose?
5. Is there something wrong with the marking system?
6. Do you thing this low passing percentage would adversely effect the morale of future candidates and some of them or many of them may go for other options. and leave CSS altogether. As why to spend so many time ( a year or two) for a position where success rate is very low.

Please Kindly share your views in the light of given questions. How you view present situation and what is your take on it?
