International relations, International law and geography are excellent options. Zoology is not a highly recommended subject since it is not very high scoring but past scoring trends have shown that with excellent preparation and paper attempting tactics one can fetch good marks. As you have background in Zoology, you can select it but before selecting it go through full syllabus. You have background in subject does not mean you have aptitude in the subject. Select only if you think you are really interested in it and can excellently tackle the subject.
Public administration was a very scoring subject in the past but now it is not the case. Also if some one is attempting IL & IR it is highly recommended to take US history as optional subject as it's syllabus overlaps with them. So, I recommend you to switch Public administration with US history.

Since you are aiming for CE-19 attempt so you have good 20 months to prepare for exam and while preparing you can make notes. It is highly recommended practice that you finish syllabus comprehensively at least once and then revise at least twice.
You have two options for making notes.
1- This is recommended if someone has more than a year to prepare:
Prepare your own detailed notes during comprehensive study by taking points from all the books, notes and internet sources you have. After that you can revise from these notes and during revision you can prepare short notes as bullets, tables, flow chart diagrams etc and can use them in revision during exams or when when there is very short time left in exams.
2- In case time is short say as less than a year: Choose 1 core book or notes which you are going to follow the most. Add extra points from other sources on book. Use highlighters to highlight important points. You can use sticky notes to add extra points and information. Rest during revision make sure you make concise notes in bullets.

Concise notes must be prepared by candidate according to need. They will come handy during exams as you actually have to give two papers in one day and on consecutive basis so only concise notes will help you in revision.
