I've been told by people who have had official dealings with NIE in the past that it is the most "waili" origanization of ministry of science and technology. Many a times there were talks of closing it down in the past 20 years or so due to its close to nil output but it somehow survived. There is also an alternative name of the organization within itself; NIE = No Interest in Electronics.
