By rules, he had write same challan number on both of challans.

Missing challan number is no big blunder, original challan is a must that will already be attached to your application form.

You may leave it blank or write any dummy number as cashier suggested.

P.S. Its the bank cashier's mistake, he should have written it and he is supposed to write it for latter arrangement of these receipts.
