Edit it in MS Paint.
You'll have resize option there, reduce dimensions by 50%(both vertical and horizontal) and save it and check the size of the saved picture. If its under the reuired limit upload it, otherwise again edit this saved picture and reduce by same or estimated margin to make it around 13KB( reuired size I guess ).
