If the letter number is 43 mentioned at top left then this letter appears to be authentic.

Last Pcs letter was 42 http://www.spsc.gov.pk/PCS-2013-2017/Public_Notice.jpg

If it is 13 then it is fake.

Let's see what SPSC announces tomorrow.
