Default Lawyers or Law-students, Please answer

Briefly, In 2014, a compensation/assistance package was revised by the federal government of Pakistan for deceased Families, whose father or mother died during service w.e.f June 2013

* Election commission of Pakistan, being a federal government department, paid the amount, declared in the package, to their employees.

* suddenly the package was held in abeyance and revised w-e-f February 2015

* Now the Islamabad high court has passed orders in favor of petitioners that
they should be given the package of 2014 within one month.

* The question is, I'm not one of the petitioner but their case is same as mine, so do I need to file a writ-petition? or I can get benefits with the high court orders which are given in favor of the petitioners?
