This is good and to the point outline; however, in my personal point of view, one should not drag Pakistan in general or universal topic.
The topic is straight forward: Impacts and remedies.
Likewise, one has to write an essay according to the stance one has taken in one's intro and outline one has made. it becomes difficult to handle an essay if first, one discuss the topic in general and then repeat very same point with respect to Pakistan.
This is all in my humble opinion.
