Lightbulb FPSC (General Recruitment) Selection Criteria...? Reasonable or Nonsense?

Dear All,

Please tell me what is the actual criteria of selection/Recommendation in FPSC (GR)? One thing is very much annoying is that FPSC never shows the marks of candidates, so we never know on what bases they pre-select the candidates. Ok! If we assume that they call top 3 or 5 candidates for the interview.

But what will happen if the “principal nominee” as they use the term i.e The recommended candidate does not accept the offer or leave the job very early after joining?

There is a FAQ on official FPSC website:
Question No. 31
How long reserve/waiting list is maintained in Recruitment Cases?
Answer:
Reserve/Waiting list is maintained for a period of one year from the date of issuance of principal nomination(s) in recruitment cases.

But the biggest issue is who they call then? :

Next down in the merit list? But they already send “The commission regrets that it is not possible to recommend you-Letter” to all the candidates who are not selected.

PLEASE TELL ME THE CRITERIA OF WAITING LIST OR ELSE IF SOMEONE KNOW.
