In other attached departments, e.g., Irrigation, the hierarchy goes as follows: (Bottom-Top):
1. Junior clerk;
2. Senior clerk;
3. Assistant/Office Assistant (BS 16);
4. Superintendent (BS 17); and,
5. Administrative Officer (AO) (BS 18).
AO is the dead-end, no further promotions......
P.S: Majority of the AOs get Parkinson at the about to end of their careers as a gift for been working under the burden of thousands of files not to mention the pressure that the colonial mentality of their bosses exert upon these (ever-remained-) restless souls. For becoming a good ministerial block and for putting a hurdle in the way of Parkinson coming into your way, one needs to be at home in the nuances of different sorts of laws/rules/regulations relevant to the department one is serving in.
Respect and my heartiest felicitations to all those who stood out from the crowd of those 175 candidates.
