Dear, yes you can apply through proper Channel, if your department issues you NOC. But, if they have set any condition on issuing NOC, then it's a legal matter. Kindly seek guidance from any legal expert in this regard.

5 years age relaxation is for everyone. So, consider it 33 years as upper age limit.
