Secondly is the department supposed to send original DPC form to fpsc and give me a copy of for interview or whether a copy needs to be sent and i should keep the original with me for interview in case selected.

1- I am not 100% sure, but I suppose Application Number is the one that you get after applying for a vacant position in FPSC.
2- An original copy is always sent when dealing department to department. However, they can also CC, office copy, to the applicant. No need to worry about that, once you get the approval, you can use the copy later.
