The guy has'nt written to achieve Gold Medals,but to facilitate candidates preparing for the competitive examz.Secondly,Public Administration is a new discipline in Pakistan and had this Professor not resorted to simple language then people would've been found whining again.So go through the book from the exam point of view and you'll be able to formulate a more practical opinion.
