Not 16 packets, but a total of 20.
After purchasing 64 packets, he gets 16 packets in free, then for those 16 packets, he gets another 4, and for those 4, he gets one more.
Thus, if he purchases 64 packets, he would get 20 more packets in lieu of tokens, 1 token each pack.
