A Suggestion for Civil Services Reforms 2020/2021


In USA, Civil Servants are hired based on their Resume that they post on a website called USAJOBs. Later on, they might be called for an interview, if necessary.

The selection process makes complete sense, unlike our selection system where you cram unnecessary stuff just to pass the written test first, which has no practical use on the job, then it is mandatory to be appeared in front of the interview panel, like a slave, and then get yourself judged based on their "personal" analysis of the aspirant. And believe me, some questions make no sense at all, if you read some past interviews of the aspirants. How can you know everything? They ask you as if you are Google or you've never done anything in your life except memorizing stuff. And questions are completely irrelevant to the type of job that you are applying for.

Assume, you somehow get yourself passed through that stupidity, then you go to two different programs (CTP and STP) where you get to learn what you are supposed to do on your job!!!! WAIT A MINUTE!!! Then what were you doing for past 2 years and what was that written test about?

In USA, stuff like World Wars (1 & 2), Cold War, and many other important historical events related to International Relations are taught at their school level, what we, future-civil-servants, learn during CSS exam preparation. Which shows that it is not just CSS Exam, we have been studying irrelevant crap our whole life! Does any of you remember what you studied from 1st to 7th standard in school? Nope!

I've this question! In CSS Exam, majority of the people are failed in English Essay paper. Can somebody please tell me where do you use English Essay in field work ahead? All the groups are management groups. Where do you use English Essay in management?

This CSS Exam structure was made by British colonies, which is why same pattern is being followed in India as well. Infact, most of the groups and optional subjects are also approximately similar. This methodology might have been appropriate for that time period but now things have changed and we are still living in 40s.

In Pakistan, CSS Exam is basically an art. An art of memorization, paper presentation and English speaking skills. Sometimes, I wonder what does FPSC do for real? I'm barely an undergraduate and I've so many creative ideas through which I can change the entire infrastructure of this test system and produce quality bureaucrats in comparatively lesser time period.

Don't get me started on stupid academies system in Pakistan.

My personal opinion for FPSC is to establish an official institute with several branches across the country where students immediately get admitted to the group in which they will be allocated like PAS, Customs, Foreign etc. based on their NTS test score.

NTS should conduct a test which like NAT, or something similar, to test their basic knowledge and understanding of the world. All the compulsory subjects (except Essay) must be a part of that test along with some other analytical questions and logical puzzles to test their IQ.

Once, an aspirant passes the test and gets admitted to the institute, he/she immediately starts studying what they teach in CTPs and STPs, like a 4 years program including practical training.

All books must be written and published by FPSC so students don't waste their time in academies and looking for authentic books and cram from someone else's notes.

The focus of the entire program must be on practical training than towards memorizing unnecessary stuff. Yes, memorization is also important (to some extent). But, avoid unnecessary content in the syllabus.

The main idea is not to adopt this (American) system. But, to understand that each country has its own dimensions. We should now withdraw the British system and do not blindly adopt American system but understand our educational structure and design our education system based on our sense of understanding.
