No body knows the exact answer to this question. Reforms will most likely be enforced from 2021 on-wards I think. Implementation takes time.
Regarding 'Civil Service Reforms Committee' progress, today I read a tweet of Nadeem Haque, Former Deputy Chairman of Planning Commission, in which he wrote: "So I hear civil service reform is done. The retirement age for civil servants is being increased. They will remain in power for longer and no one can question their power. Great job. Congratulate yourself pakistan.
