Civil Servants' Performance Appraisal System (i.e., PER)

I trust you are well.
I have a research interest in the employee performance appraisal system (i.e., PER) of the civil service of Pakistan. In this vein, I have gone through the research/literature on the performance appraisal in the public as well as private sectors. However, I inferred that many improvements are necessary to make the PAS effective in the civil service of Pakistan.
May I request your views/comments for the current system being practiced in the civil service? and how could it be improved?
