But fortunately, in past 3 years, things have drastically changed for PMS cadre. For example, most of the PMS officers from 2015 are serving as ACs in Punjab. Same is the case with PMS 2016 who are also serving at key field positions in Punjab.

But it is quite true that PAS rapid promotion makes it the most elite service as compared to PMS. A PAS officer often gets posting as DC in around 8,10 years. On the other hand, PMS officers from year 2002-2003 were only recently promoted to Grade 18 and are only serving as ADCs under junior PAS officers.

In the current scenario, PMS is definitely better than many CSS groups such as OMG, IG, PG, Railway, CTG for sure in my humble opinion. But again this is subjective as already mentioned by Mr. Fawad. Promotion in all css groups is quite rapid so if getting promotion to grade 21 or 22 is what you are looking for than even OMG is better than PMS. But if you really want to enjoy the elite service than I reckon that PMS is even better than IRS, PAAS and all the other groups I mentioned.

Feel free to ask anything else.
I will partially agree with your statement about PMS that it got better in recent times but to claim it is better than services like IRS, PAAS and other groups you mentioned is not quite correct. I am not saying this only on the basis of quick promotion, there are other factors which makes all these groups/services better than PMS. I am saying this on the basis that the kind of postings, exposure, training and oppertunities the people serving in these groups/services get. Apart from quick promotions they can get abroad posting, not to mention the key positions they are appointed to, for example the Accountant General of the province, Controller General of Accounts, Deputy Auditor General and most of the time Auditor General of Pakistan belong to PAAS. I wont go into details of other groups you mentioned as you can search for them yourself.

On the other hand, PMS is a great service, no doubt, but how many PMS officers go on abroad postings or for training abroad or how many of PMS officers are serving as Chief Secretary or end up in BPS 22 ? Other than that I know quite a few people who were allocated to PMS but opted to join OMG and PAAS after clearing CSS. Aakif Iqbal qualified PMS and CSS both at the same time and opted OMG. Dr Imran Khan, also qualified both CSS and PMS, But opted to join PAAS.

These are my views, anyone can agree or disagree with this.
