Question Strategy to attempt questions asking about comparison and contrast?

I come from a Science background but due to my interest I opted Political Science. From my observation of past papers I see that questions regarding compare and contrast of two different philosophers/philosophies are frequently asked in this subject which are never ever asked in sciences. What is the optimal way to answer such questions? I can think of atleast three ways. First to mention similarities b/w the two in one heading and then differences in other heading. Second method may be to mention both the similarities and differences in same sub-headings and finally giving separate headings to each philosopher/philosophy and then mention similarities and differences in the end. Seniors please guide on what is the most optimum method which the examiner prefers. Since CSS is all about scoring, which method will net more?
