The reason they get carried over is because not enough candidates to whom the quota applies pass the exam. Naturally the seats that will be filled will only be for the occupational groups for which there are vacancies.
If any of the quotas do not apply to you then, as has been suggested by some of the previous respondents, you should concentrate on sitting the exam as per the schedule in February, 2021.
