As far as the HEC foreign degree equivalence certificate is concerned, it has to be submitted but not necessarily on the application stage, but surely before the interview stage (provided you pass your written). Nowadays, HEC is not entertaining walk in degree verification due to COVID-19. They asked me to send the original degree and mark sheet via TCS, but I refuse to do so. I cannot take the risk of my degrees getting damaged or lost in the process. I will follow your suggestion and attach a typed application to the FPSC Chairman, clarifying the delay in equivalence certificate due to COVID-19.
