You can get detailed answer from previous posts regarding this subject.
I can tell you that at initial stages PAS/PSP officers do have to serve in field. In fact, their first posting is in field.
PAS/PSP have great powers therefore they face political pressure mostly. If you think you can't keep up with that, then you can opt Foreign Service instead.
As far as carrier is considered you might face many postings if you don't cooperate but your carrier will keep moving if you perform well. However, sooner or later PAS/PSP gets aligned with any political party. That ensure they will get key positions and more prospects of promotions in later stages. You might not raise to 21-22 grade without political patronage but you surely will not retire before 20 grade.
