Yes, I download the constitution (in English) from National Assembly's official website, and discovered the same problem. But on investigating the same, I found out that the continuity had not been disturbed, for example, after article 40, there was article 41. That clearly shows nothing has been skipped from this copy, there is only a typing mistake. Downloading the Urdu version from NA's official website substantiated my perception. So, the conclusion is
Part 1: Introductory [Articles 1-6]
Part 2: Fundamental Rights and Principles of Policy [Articles 7-40]
and so on.
