I am confused about the 30 year limit. Is it inclusive of 30 or you have to be below 30 (as in 29 and 4 months at 31st Dec of year of applying)?

Can someone who is 30 years and 4 months old at 31st of the year of applying, still apply for the exam? Someone claimed that there is a 6 month grace period, which I want to confirm.
