Based on a sheer guess and some deductions from the applications you have shared here, I see the exam being held after October. It is difficult to hold it in September due to elections in certain main districts; so is it in October due to supplementary exams as the chairmen will prefer their own exams to the PMS; and so is it in the near future due to weather conditions right now in the upper hilly areas. One stark difference to note is: the PMS exam schedule is still tentative whereas the others are, definitely, notified. All this is called bureaucratic inertia working against the aspirants' sentiments. Let us hope for the best but gathering and keeping momentum in such circumstances is against one's nature.
