1: What is meant by Single (Bureau) and plural (Board) headship of department? Discuss the merits and demerits of these two systems.

02: Enumerate the achievements of democratic decentralization in Pakistan. What are the hurdles on the way to achieve its ends?

03: Examine the role of Public Administration in a modern welfare state. (How the study of public administration can help in understanding the problems of administration in a developing country like Pakistan?

04: What are the salient features of Public Personnel Management in Pakistan? To what extent the principle of merit is observed in the decisions pertaining Selection, Recruitment and Salary Administration, for the Civil Servants in Pakistan?

05: Highlight the importance of leadership in Administration. Identify various forms of administrative leadership and give arguments, in favour of a form that suits to the Administrative environments in Pakistan.

06.What is your personal enlightened opinion about the relative functional efficiency of Civil Service System in Pakistan in the light of theories of Max Weber, which emphasize the supremacy of merit, objectivity and rules and regulations?

07:Why "Administrative Accountability" is necessary in the public service? Suggest proper means to improve the system accountability in running the affairs of the Government of Pakistan.
