brother you are right but i tell you that css is not only a test of knowledge:but also the test of character.you can find it in the prospectus of the css, in which it has clearly mentioned by the fpsc that dynamic personalities will be preffered.the reason why most of the psp officers are not on the criteria : becuse these are the best option of the lot.for example if just eleven candidates could pass the exam from urban sindh than what should fpsc do in this situation?obviously,fpsc will entertain only these eleven candidates.
i agree with you that marks count,but in the organisation like police:physical fitness will definitely play a vital role.
