Length of service in previous government job is carried forward... 8 years of previous service will count towards ur qualifying service... Actually one retires on attaining age of superannuation i.e. 60 years (calculated on basis of ur date of birth).... The requiremnet of 25 years of service is forfor pension benefits only.. U can b serve beyond 25 years of service also... If one candidates enters in governent service at the age of 23, he wud serve 37 years till he is 60 years old..(everyone has option of voluntary retirement anytime during one's service)... Its upto government to retain a civil servant after 25 years....


as for those who are switcjing one government job to another, the pay protection is given... It includes ones' basic pay at the time of joining new service plus all allowances... in simple words, basic pay plus all increments plus all allowances... During training, no probationers draws house rent allowance and conveyence allowance........
Another Necesaary addition: If a government servant who is in lower grade (Below BS-17) and joins CSA in BS-17, but his basic pay(including increments added) is lower than Basic pay in BS-17, than the rule is that he wud b entitled to Basic Pay in BS-17 only...But his allowance wud b carried forward...... For example, one steno in BS-12 with three years of service passes CSS n goes for training... His Basic pay was 5000+ 3 increments (2*400) + all allowances.. say Basic Pay in BS-17 is 12000, which is higher than his previous Basic pay, so he wud get Basic pay in BS-17..He will not get increments......... If he used to recieve allowances like adhoc relief allowance+Spl relief allowance which hv bn freezed n not given to fresh entrants, would b carried forward in new service by all candidates
