Note the following.
1 the purpose of correction is to 'correct the sentense'. That a sentense can be corrected by changing its preposition, and not by changing the verb is mind-boggling.
2 (On leave)
The mere usage by laymen would'nt rectify an error. If you find this in any authintic word-store, do tell me. that would be a favour. Something non-existant in dictionery cannot be recommended.
3 (pity)
The mith that a sentense can only be rectified in "One" way is recommended to be abandoned. Infact there are many ways.
4 (ill since)
the construction is ..Sub...has/have been ....verb.....Object"
if any dictionery suggests that 'ill' is a verb, do tell me.
(that it is used is a truth. But equally incorrect)
5 (charged with)
Your correction is correct too. i believe in many possible solutions.
6 (Since in present)
No problem with that. it is usually used.
Pakistan has been making great progress.......etc

the tense has not changed. it is still past. the second part is 'dependent sentense. it cannot change the tense. it can merely add to the meaning of first clause'

(meaning jab idleness control kar loge TABB progress karoge...pehle nahin)
