whether u go anti-govt or pro-govt,one thing u shud always keep in mind that u hv to support your arguments with logic and wisdom and not with gossips and conspiracy theories.u failed in the essay just bcoz u cud not put substantive material and thoughtfull ideas that cud attract the lover of the wisdom.
some other causes can also be,such as:
disorganised paragraphs;
grammatical slips;
spelling mistakes;
irrelevat ideas;
unbalanced approach;
no constructivism;
monotonous introduction and conclusion ; and so on and so forth.
