I totally agree with your answer, But when we are talking about human behaviour it means the whole in sum we should not divide it into pieces and say for some one's its good whose company, environment is good and for other its bad. or in other words for some external restraints are good and for some external restraints fail to ensure good behvior.
What I mean to say we have to observe it wholly and give our judgement that on the whole or to greater extent, have the external restraints contributed to good human behaviour or they have failed to ensure.
