As a Muslim and staunch follower of the Holy Prophet, we must follow the acts of the Holy Prophet (PBHU) and the Holy Prophet (PBUH) preferred the name of Allah on the top of the stamp. Thus by first look at stamp we get these words – Allah, Rasool, Muhammad.

Exactly.
Now my point about the arrangement of this stamp.
This stamp was to the people who were not Muslims so the Prophethood of Muhammad (P.B.U.H.) can't be imposed on them.
Secondly, Prophet (P.B.U.H.) sent those letters in capacity of a Muslim ruler not as a Prophet. The first Foreign interaction with the Kings and Emperors of World. In this regard the arrangment can, witfully because, of this verse..
Surah Nisaa, Verse No. 59.
"O ye who believe! Obey
ALLAH and Obey the
APOSTAL, and those
Charged with authority among you.
Now therefore Allah in first place, Rasool in Second place, and Name of Muhammad (P.B.U.H.) in the last as the one with authority and rule of the first Islamic welfare state.
If the Arabs can mean "Muhammad Raool Ullah" by Saying "Muhammad Rasool ullah" than why do they use Allah, Rasool, Muhammad instead?
