its good work but i think there is bit confusion regarding posts
wel as for as AC posts are concerned let me clear one thing that we have different systems working in all provinces.
in NWFP usually DMG officers are given responsibilities of APA,ACO in field.both are posts of 18 Grdz.our officers dnt go to revenue side due to various reasons in NWFP and most of the timez dnt opt for DDOR etc there.
ACO use to work at District Level and not at Tehsil level.with lot more responsiblities and scope of work.
Then we come to Balochistan,Where DMG officers are again given one grade up postings.it may be EDOR or Deputy DCO.again at district level and not at Tehsil level.Then we have now ACs also after reviving of divisions in three provinces NWFP,Punjab and Balochistan.usually two ACs with each commissioner.
in punjab DDOR has the same functions at Tehsil level as DCO use to have at District level.
now come to Sindh.
DDOR is having same powers as that of DCOs at Tehsil level,regarding coordination with other deptts and revenue as wel protocol duties.DDOR use to represent Distt,Provincial and Federal Govt at Tehsil level.
let me add more that since 2006 DDORs have been vested with powers of CrPc also.and at the same time every DDOR is designated as Special Judicial Magistrate FCM.(First class magistrate).
here we have Crpc powers of
preventive nature(Sec 106.................148)including public nuisance,the notorious 144Crpc
and also from 174.....176.that includes judicial inquires of deaths of different nature.

and many more!!!!!
DDOR is AC grade-1 also.
now question of deputy commissioner.so Deputy commissioner used to have many caps in history including DC( District collector) and DM District Magistrate.
now at District level DC powers are vested in DOR while DM powers are scatterd some with judiciary and rest with DCO.
In F.capital and NA besides AJ&k we have same old system with DCs and DMs.
now in sindh DDOR are working under supervision of DOR and EDOR as for as revenue matters are concerned while in Criminal jurisdictions under supervision of District and Session Judge.
