No rose! you are not allowed to write anything on your question paper except for your roll number. Still you can do the rough work on the last page of your answer booklet.
Yes always make an outline for your answers, (in the rough work first) I always did that. That makes you analyse where you are heading. And yes that saves you a lot of time, you would realize that when you would be having 30-35 minutes to attempt each question.
