they ask for outline in the note given above the topix in the papers.
so, it makes the outline a compulsory aspect of ur essay.and if u don't write outline, it is surely going to make a poor start and impression.

here is how it goes in paper:

"Make an aoutline and write an essay of about 2500-3500 words on any one of the given topics".
