PCS (Provincial Civil Services) is a combined competitive examination like CSS. It is not an organization or board.
Punjab Services & General Administration Department (S&GAD) is the competent authority which deals with all matters of PCS regarding sending of requistion for new posts to Public Service Commission, training of successful candidates, posting, transfering etc. The department is headed by Addl./Chief Secretary of the Punjab.
Yes, you can say that PMS is a new name of PCS examination. But all posts which advertise under the title of PMS actually do not fall in PMS.
According to Schedule II of PMS Rules 17 January, 1994 following posts fall under PMS :
1) Section Officer
2) Deputy District Officer (Revenue)
3) Deputy District Officer (Consolidation
4) Deputy District Officer (Coordination
5) Deputy District Officer (Staff) with EDO (Revenue)
6) Deputy District Officer (General) with DO (Revenue)
7) Deputy District Officer (Colony) with DO (Revenue)
8) Deputy District Officer (Registration)
9) Deputy District Officer (HRM)
10) Deputy District Officer (Finance)
11) Deputy District Officer (Judicial)
12) Tehsil Municipal Officer
13) Other equivalent posts, as may be specified by the Government from time to time
Last time in 2008 following posts were advertised by PPSC.

+ 18 (16 + 02 Disabled) Labour Officer (BS-16)
+ 08 District Food Controller/ Storage & Enforcement Officer (BS-16)
According to above detail of posts, PMS had 100 posts which were filled as per Schedule II provided above and remaining 84 different posts do not come under the category of PMS and also belong to different departments.
