Default Disgruntled PCS officers to observe strike

LAHORE, June 22: The PCS Officers Association’s executive committee has announced observing a strike to protest against what it said “the DMG’s reluctance to accept association’s demands”.
However, the date for the strike will be given after ratification of the decision by the association’s general body on Saturday.

The announcement to this effect was made by association president Rai Manzoor Nasir at a news confer ence held after the meeting at a local hotel on Tuesday. He said the decision to go on a strike was taken after what he said failure of talks with DMG officers which spread over weeks.

“The DMG officers have refused to accommodate even our legitimate demands. And we are now going on a province-wide strike,” he said.

He said the Punjab Civil Secretariat and district offices would remain closed during the strike, and all the 1,200 provincial officers would assemble in Lahore.

Rai Nasir alleged that the DMG officers were engaging the provincial officers in talks with the intention of wearing them out. He said even under the illegal and unconstitutional seat-sharing formula of 1993, which the DMG officers themselves claimed legal, the share of the provincial services was not being given to them. The result was that promotion of more than 600 provincial officers had been blocked.

He said the DMG officers were surrounding the chief minister so that the voice of the provincial officers did not reach him. All the important posts of the province had been captured by the DMG.

Out of 43 administrative secretaries, only three were from provincial services. Out of 11 members of the Board of Revenue, only one was from the PCS cadre. There was no PCS commissioner. Out of 36 DCOs, only 12 were from the PCS. The GOR-I has been kept out of bounds for the provincial officers. The DMG officers were devouring provincial resources, he alleged.

He said 518 posts in BS-18 and above had been identified for inclusion in the general cadre pool. The existence of the posts was proved by production of budget books of districts and various development authorities and newly-created departments along with their service rules.

However, the DMG officers were not ready to listen because they were occupying the posts of the provincial officers’ share and were party in the matter, he alleged. He said as many 88 officers of PCS, PSS and PMS attended the meeting.
