Dialogue is the best course to combat terrorism

Outline

A) current scenario.(terrorism is a global phenomenon (gwot) therefore it calls upon the joint efforts to curb it. Subsequently, for joint efforts dialogue is a willy-nilly. Below current world scenarios do support the aforementioned notions.)

1) SAARC dialogue (Islamabad) to combat terrorism through "regional police".
2) Pakistan-China dialogue to make joint efforts to combat terrorism.(military exercises and sharing technology)
3) Pakistan -India dialogues on terrorism.
Mumbai issue, embassies on afghan border.
4) situation in Afghanistan;
West now tackling the grave issue of terrorism through dialogue. Like London summit, peace jirgas, luring taliban through economic aid($500m aid) and tacking taliban on board etc.)
5) Israel trying to create peace through peace dialogue with palestine.



B) how dialogue can be effective?

1) joint efforts. Therefore creating peace. (creating alliances)
2) strategic importance ; e.G. Control of influx of refugees through porous
Boundaries.
Strategic dialogues, (recent examples, us-india dialogue and
Pakistan-us dialogue in washington)
3) reducing weapons and arms and ammunition proliferation.
4) sharing intelligence.(e.G. Dialogues with srilanka can provide us with the right information because recently srilanka had tackled the problem quite effectively)
5) military dialogue. (kyani- mchyrsal dialogues)
6) reduce of "collateral damages" in war-torn area.
7) identifying true enemy.

C) sectoral dialogues to combat terrorism;

1) rehabilitation process in area.
2) eschewing "trust-deficit" phenomenon.
3) averting religious ideologies.
4) ideological fight; dialogues rather than arm fighting can be beneficial.
E.G. Us-vietnam war, soviet-afghan war resulted in fiasco of the superpowers. Because of the miss-apprehension of the true nature of fight)

D) composite dialogues to combat terrorism;

1) revising madras's education curricula.
2) creating job opportunities. Therefore, restricting unemployed of becoming puppets in the hands of the extremists.
3) overcoming energy shortages; because scanners and arms detectors do not work properly and do not provide required surveillance due to protracted outages.
4)rejuvenating us effigy in muslim world; muslims reckon usa as a potential enemy of islam. Therefore, global war on terrorism effects.

E) combating terrorism with arms fighting devoid of dialogues, is a futile endeavor. (give example like israel-palestine issue, still unresolved, a glimpse of afghan issue is also pertinent)

G) suggestions.(repeat above examples in a context of suggestion)
