It is not exact, changes from year to year according to the demand and requirement of government.

Yes, sometimes seats remain vacant due to the non availability of candidates. Usually all the candidates from Sindh rural and urban who pass written exam are allocated.

It depends on one's aptitude, if you cover that subject then you can opt. Rules don't forbade you to opt subject of your choice.
