I think it is District Judge. Judge is only accountable to the concerned High Court whereas DCO and DPO are under the influence of provincial government, Members Parliament of the area, Nazims, people, complainants, feudal lords, political parties and many other agents. Authority of DPO and DCO is curbed by these factors and they are not allowed to work independently.
