Every department uses police for their ulterior motives keeping themselves behind the scene and police on the front line, and dont let the Police do its job independently. Everytime when CM visited the city, he suspended police officers/officials just to make happy the mob. Bad luck to police that it only works as a tool and cannot protest being a disicpline force. What if the IGP to lowers subordinates start protesting at once relieving themselves from the duties there are posted?
