To Whom it may concern
This is to certify that Mr. (your name) S/O ( your father name) is a permanent resident of ( city name) bearing CNIC (number ) is known by me from the last 5 years and bears a good moral character.
Stamp & Signature of Officer
No you have to submit the character certificate duly attested by a Gazetted Officer from the respective province, Certificate from an officer of other provinces will certainly not work out on grounds of verification.
