You only mentioned one reason for corruption in government circle that is not adhering to teachings of Islam.
Islam enjoins upon us to give way to austerity,live within our means and procure our earnings through legal and legitimate dealings.Thus it encourages fair play in the economic,social and religious affairs.
But this one reason leaves the argument half-addressed.Why is corruption rampant in government?There are obvious reasons for a measly salary,few incentives and lack of capacity building which foments a cycle of corruption beginning from bottom to top.We can also talk about poverty,culture of corruption that has percolated in the government.
But these are all reason for being corrupt.I am still in search of how to defend government.Are there allegations of corruption against government?
Is there a deliberate campaign to vilify and malign government?
Are there any perceptions of government's corruption,and are they misplaced and miss-founded ?
Personally i know many family members who are corrupt to every bone.But,there sons and daughters are well mannered.The parents observe prayers and perform rituals.IF i ask them about digging into the pockets of other people through illegal means,they say that all is fair in this murky world of government.So to conclude that a person who is corrupt may look like a monster is an entirely ludicrous thinking.The corrupt people are observing many norms.They perform prayers because there social calss may permit them to do so.Remember religion is one aspect of our life.The other aspects are social order,society,traditions etc.I think so that the phenomenon of corruption is far deeper than we think.

Its good we are moving on this topic. I personally acknowledge that its the moral depravity which is the root cause of corruption. As you have nicely elaborated above that now due to the rampant culture of corruption, people does not give a second thought and aggrandize through illegal means which they are considering as lawful. What this is showing is that these pool of people are mentally corrupt, their ethical and social values are completely damaged, their upbringing in corrupt environment have made them to think that in this murky world everything is fair, you should make your hands dirty and at the same time offer your religious obligations as well to keep abreast with the social circle. What this projects and predicts? Its clearly a case which I pointed out in my very first post on this topic that the basic line of thinking of people is corrupt, so in order to bring them back on line can only be achieved through character building, no govt. or anti corruption agency can clear corruption from the minds of individuals however they can clear departments. With this departmental corruption will be covered but what about harnessing the rights of individuals and their family members, by passing merit rules to achieve a credible positions. All these are forms of corruptions. I stand of the view that the basic thinking needs a complete overhauling and that is the only way our society can be saved from this menace. The hypocrisy of people and double standard needs to be differentaited on social grounds as corruption cannot be defeated with a hypocrate mind.
I agree with you fully that poverty is aggravating this problem further, sub standard pay scales of officials but where these things justify that one should opt for illegal means. Now recently if you noted govt. has revised pay scales and 50% increase in basic pay has been given which has never been made in past 63 years of pakistan history. So positive steps are coming from govt. side but people are moving with the same mentality to agrrandize more and more.
Yes there are allegations of corruptions, NRO has wiped under the rug thousands of such cases, it is still under SC trial and the problem is that if the leading political party is not following court orders what else can be done. It opens up gate for dictators as SC has no other option but to call ARMY special brigade to take over, this is SC constitutional right. But I wish this does not happen and things sort out easily.
