Promotions upto grade 19 are dealt with and finalized by the parent department of each occupational group.

PSP, OMG & DMG by Estab. Div.
Customs & IT by FBR
PA&AS by Dept of Auditor General
Info Grp by min of info
C&T by min of commerce etc

Promotions to 20,21 and 22 of all occupational groups' officers are dealt with by Estab Div.

In grade 21 seats in the secretariat, 70% seats are reserved for APUG and 30% seats are given to other groups.
